Maltese Passport as a Legal Guarantee of Access to EU Healthcare

A married couple came to us, facing regular difficulties organizing trips to Europe. The woman was undergoing treatment for a chronic illness in Germany, and each trip involved the need to obtain visas, confirm the purpose of the visit, comply with stay limits, and gather medical documents.

We understood that health is not a temporary issue. Constant visa barriers made it hard to focus on what mattered most. We wanted to be sure that at any moment we could travel for treatment without obstacles” the client’s husband said.

He found out about our company through an internet search for “EU citizenship by investment for medical treatment.” We held a consultation where we defined the main goal — guaranteed and unlimited access to the European Union’s healthcare system.

Based on the analysis of budget, medical indications, and preferences, the following options were proposed:

  • Malta — the only fully operational EU citizenship by investment program, with clear regulations and confirmed legal practice;
  • Austria (residence permit for medical reasons) — providing access to treatment but without prospects for citizenship;
  • Germany (residence permit) — associated with high bureaucratic burden and several restrictions.

The choice was made in favor of Malta as the most effective and versatile solution. Considering the medical aspect, we assisted the client in preparing a specialized document package: certificates from the German clinic, proof of regular trips, justification of the need for long-term access to medical services, as well as verification of the legality of income sources.

Process timeline:

  • February 5 — initial consultation;
  • February 20 — signing the rental agreement in Malta (in accordance with program requirements);
  • March 10 — payment of the investment contribution (€650,000), donation, and property lease arrangements;
  • May 15 — citizenship application approved;
  • July 20 — Maltese passports handed to the client and her husband.

Result:

  • The family obtained Maltese citizenship, providing permanent, visa-free access to the EU healthcare system;
  • The client now receives treatment in Germany and other EU countries without visa procedures or stay restrictions;
  • A personal bank account was opened in a German bank for medical expenses and funds storage;
  • The family gained European status, with the right to live, work, run a business, and access education in any EU country;
  • Visa-free travel to more than 180 countries, including the USA, Canada, UK, Japan, and Australia.

For the family, this process became more than just a matter of convenience — it ensured the right to health, access, and stability.
