Why is Austrian citizenship an elite solution?

The Austrian passport is ranked in the top 10 by the Henley Passport Index, allowing visa-free or visa-on-arrival travel to over 190 countries, including the US, Canada, the UK, Japan, and the entire Schengen area.

An Austrian citizen receives all the rights guaranteed to EU citizens: the right to live, work, and study in any country of the European Union. You also get the opportunity to conduct business throughout the European space, access to European medical and educational systems, and freedom to choose a place of residence without restrictions. This opens up unique prospects for investors, entrepreneurs, and their families.

Austria is one of the most prosperous countries in Europe. It consistently occupies leading positions in international rankings for living standards, safety, ecology, and healthcare. Vienna has been repeatedly recognized as the most comfortable city in the world for living (according to Mercer Quality of Living), making it ideal for family, business, and recreation.

Austrian citizenship is not just a second passport, but a status symbol. Unlike mass investment programs in other countries, the path to acquire Austrian citizenship is strictly individual and involves a significant contribution to the country’s economy through investments, innovative projects, or cultural initiatives. This emphasizes the uniqueness of each case and excludes a conveyor belt approach.

The process of acquiring Austrian citizenship is strictly confidential. All decisions are made by the Austrian Federal Government. This completely excludes accidental publicity and guarantees personalized support at every stage. Applicants do not need to pass a language exam, undergo naturalization, or live in Austria for a long time.

Austrian citizenship is inheritable, making it a powerful long-term planning tool for the entire family. The investor secures a European future for their children and grandchildren with access to the best schools, universities, and employment opportunities.

Our legal team specializes in supporting complex citizenship procedures. We will provide an initial confidential consultation, preparation of an individual investment plan, full legal support at all stages, interaction with Austrian government agencies, risk minimization, and protection of the client’s interests.

Legislative basis for obtaining citizenship for merit

According to §10(6) SBG, citizenship can be granted to a person who has made special merits to Austria, even if he or she does not meet the general requirements for naturalization (e.g. residence in the country or passing a language test). This is a completely individual procedure and is not subject to appeal. The decision is made solely at the discretion of the state, with no legal obligation to consider all applications.

The state is extremely selective when considering candidates. Only real, significant achievements that bring or have already brought benefits to the Republic of Austria are taken into account.

According to the Austrian citizenship law, the main categories are:

Large direct investments
Investment volume — from €10 million in the real sector of the economy. Preference is given to investments that create long-term added value: construction, technology, production, energy
Creating jobs and contributing to the economy
Establishing or scaling a company with an office/production facility in Austria. Significant expansion of employment, tax revenues, and export potential
Support of science, culture and medicine
Financing or participation in cultural, medical or educational initiatives. Support for Austrian institutions, museums, research centersoruniversities
International achievements
High international status in business, sports, art or science, especially if the candidate promotes Austria’s image on the world stage. Cooperation with government or authoritative institutions of the country

It is important to understand that this path is not an investment program in the classical sense. It is rather an exception to the law. The state reserves the right to either approve or reject the application without explanation. Any application must be prepared taking into account the legal strategy and the evidence base of the benefit for the country.

Difference from classic CBI programs (Caribbean, Vanuatu, etc.)

Austrian citizenship by investment is fundamentally different from classic CBI programs such as St. Kitts and Nevis, Antigua and Barbuda, or Vanuatu. The main difference is the lack of a formalized procedure. Austria does not offer an open citizenship by investment program. Instead, there is a mechanism under §10(6) of the Austrian Citizenship Act, which allows for the granting of a passport for special merits under the condition of “exceptional state interest.”

The time it takes to claim Austrian citizenship varies and is usually 1.5-2 years, while island CBI programs issue passports within 3-6 months. However, Caribbean and Pacific passports do not grant the right to live and work in the EU.

The key advantage of the Austrian approach is the highest level of confidentiality. The application is not submitted publicly, the decision is made at the level of the Federal Chancellor, and information about naturalization is not published.

It is also important to emphasize that investments related to Austrian citizenship are repayable: this is not a gratuitous contribution, but an investment in the economy, business, or funds that promote the interests of the republic. However, there is no guarantee of a positive decision. Each citizenship application is assessed individually, and the state reserves the absolute right to refuse without explanation.

Stages of obtaining Austrian citizenship

At the initial assessment stage of the client profile, a legal and image check of the foreign national is carried out, sources of income, legality of capital, business reputation are assessed, and connections with Austria (business, real estate, philanthropy, cultural and scientific connections) are analyzed. The goal is to determine to what extent the candidate potentially meets the criteria of “special interest for Austria”.

The next stage is the development of an investment or social case. The desire to invest alone is not enough. The state needs an argument as to why this particular candidate is worthy of citizenship. Investments in the economy (real projects from €10 million+), job creation in Austria, cultural, scientific, and medical support, and enhancing the country’s image through international activities. We help to form an individual case that meets the internal expectations of the Austrian authorities.

Next, it is necessary to select and structure assets. Investments must be transparent and legal, legally formalized within the framework of European or Austrian law, and also in line with the interests of the state. At this stage, we advise on the ownership structure, create an SPV if necessary, and interact with financial and tax consultants in Austria.

The legal and image part of the citizenship application process is the key to success. The package includes a detailed biography of the applicant, certificates of no criminal record, financial solvency, letters of recommendation, evidence of merit, justification of the project or contribution, confirming activity, and transparency of business documents. All dossiers are prepared in German and comply with the internal standards of the Austrian authorities.

If a positive preliminary response is received, a formal citizenship application is submitted through an Austrian lawyer. The package of documents is forwarded to the relevant federal ministry. The question of presenting the candidate for citizenship to the Federal Chancellor is considered.

The process can take 12 to 24 months or more. During this time, authorities may request additional documents, and an in-depth enhanced due diligence check is conducted. The decision remains with the Federal Government and the Chancellor and cannot be contested.

Following a positive decision, the applicant takes an oath of allegiance to Austria, signs documents renouncing other citizenships, and receives an Austrian passport, which provides access to all the rights of an EU citizen.

Legal support for the process of naturalization in Austria for investment requires not only experience but also access to specialized structures. Our team provides an initial assessment of the case and a recommendation on the advisability of filing, development of a personal naturalization strategy, support in selecting an investment project, full legal preparation of the dossier in German, organization of informal negotiations through local lawyers and trusted representatives, confidentiality, and support at all stages.

Terms and restrictions

Austria does not set a strictly regulated investment threshold, as do the Caribbean countries or Türkiye. However, in practice, successful cases demonstrate that investments must be:

  1. Straight— investments in the Austrian economy, opening a business, production, construction;
  2. Indirect— patronage, financing of cultural, scientific, or medical projects;
  3. From €10 million— this benchmark is considered the minimum acceptable for considering a case at the level of the Federal Chancellor;
  4. With proven social or economic impact– creation of jobs, export potential, and growth of the local economy.

Austria has a strict policy of renunciation of second citizenship. Exceptions are possible only in urgent humanitarian or national interests. The renunciation process is documented and is a mandatory condition for the final stage, as the Austrian law doesn’t generally allow dual or multiple citizenships.

Unlike traditional naturalization (through residence for 10 years), in case you’re granted Austrian citizenship by investment, physical residence in Austria is not required. There are no requirements for temporary or permanent residence. There is no requirement to conduct active business in the country after naturalization (if the project is completed and has proven benefits).

How we can help

We start with a deep legal and investment assessment of the case:

  1. We analyze the biography, business experience, assets, and potential channels of interaction with the interests of Austria.
  2. We determine the most likely arguments for filing a petition (economic, cultural, humanitarian);
  3. We develop a personalized strategy for obtaining citizenship, taking into account the client’s goals.

This allows you to develop a realistic and reasonable route, rather than wasting time and resources on a weak application.

Austria considers candidates who can bring significant benefits to the country. Therefore, we select investment objects in priority economic sectors (technology, medicine, innovation), opportunities for patronage support (museums, research centers, cultural initiatives), job creation programs, and export support. Our team works in conjunction with financial consultants and Austrian economic experts to ensure that the client’s investments are in line with national interests and are properly structured.

The key to success is a competent legal and reputational design of the case. We prepare a complete dossier (autobiography, confirmation of assets, certificates, confirmation of merits), draw up a motivation letter summarizing the client’s contribution to the interests of Austria, and participate in the collection and legalization of all documents, taking into account strict Austrian requirements. If necessary, we involve specialized experts and translators to increase the weight of the application.

The naturalization process in Austria is impossible without domestic legal partners committed to submitting the application through federal authorities. We coordinate interaction with licensed Austrian lawyers and notaries, monitor the case’s compliance with Austrian standards, and coordinate all intermediate stages of the application from informal consideration to official approval.

Our assistance is not limited to the submission of documents to the local Austrian diplomatic representation. We continue to support the client until the moment you’re awarded Austrian citizenship certificate and passport, in matters of renouncing previous citizenship, opening bank accounts, registering companies, tax planning, and integration into Austrian society.

If you consider Austrian citizenship as a strategic asset, trust this process to professionals. We will take care of all stages of obtaining a passport, ensuring security, transparency, and maximum chances of success. FAQ

Is it possible to obtain an Austrian passport simply by investing or contributing to the budget?

No, Austria does not offer a classic citizenship by investment program like the Caribbean countries. Obtaining a passport is only possible in exceptional cases and on the basis of a special interest of the state, as enshrined in §10(6) of the Austrian Citizenship Act. Financial contribution is an important, but not the only component. It must be supported by socio-economic significance for the country.

As a rule, Austria does not recognize dual citizenship. To obtain an Austrian passport, an official renunciation of the existing citizenship is required, with rare exceptions (for example, if it is impossible to renounce or in the presence of serious humanitarian circumstances). This issue is decided on an individual basis and requires a preliminary legal assessment.

The procedure can take from 12 to 24 months, depending on the complexity of the case, the volume of investment, the quality of the prepared materials and interaction with government agencies. Given the high confidentiality and complexity of the process, the exact timeframes vary. It is also important to take into account the preparatory stage, which can take several months.

There is no clear threshold in the law, but in practice investments of €10 million and above are considered if it is a direct economic contribution. Job creation, export initiatives, support for science, culture or medicine are also taken into account. The main thing is to prove significant and sustainable benefits for Austria.

This concept is interpreted broadly, but must be supported by actual actions or plans that benefit the country. Examples include: the establishment of a large business in Austria, support for cultural or scientific initiatives, the development of strategic industries, and international activities that positively affect Austria’s reputation. Each case is considered individually, the key factor being the official request of the Federal Chancellor.
